[Clipart] enforcing submission policy and QA

this is the kind of issue normally reported in Bugzilla, not on the 
mailing list

there are a few image packages submitted with some problems:

- newdeck.zip ans pokercard.zip (both files have exactly the same size 
and the content look similar) those represent playing card images. is 
useful to have something like that, but the files are in GIF format

- abstractions.zip - the package contains some abstract image in JPEG 
format. those are not clipart neither textures

- backdrops.zip - archive is probably damaged, i can't open it (with 
tools normally available in a Linux distro)

let's find a way to not allow in the first place such not adequate 
submission in future (as discussed in the monday meeting)
