[Clipart] upload ist failing

We have recently been made aware of this and investigated it.

I believe the problem is that since we upgraded one thing, we needed
also to upgrade another thing that it relies on (specifically, the XML
library we are using).

I started on this, but I have to leave for work now.  Perhaps I can
work on it some more tonight, if someone doesn't beat me to it.
