Oh, this must go back to the hardware problems I had around the time
of that release; that must be one of the files that didn't get
uploaded before my system went down.  I have since recovered those
data, so I will go ahead and put that tools release in place now.

But also, as Nicu points out, 0.16 draweth neigh, and the tools for
0.16 will contain improvements since 0.15, including some bug fixes.

Also, consider getting the latest bleeding-edge Metadata.pm from CVS,
as that version fixes two or three known bugs from the latest release
on the CPAN.  These changes should eventually make their way into an
official release on the CPAN, after some more testing one imagines,
but they have not yet at this time; nevertheless, the version in CVS
has fewer known bugs at this time.  One caveat is that the CVS version
does require the latest version of XML::Twig, and I think this
requirement is not marked, so CPAN.pm won't necessarily automatically
update XML::Twig for you; we probably should fix that before releasing
a new version to the CPAN.  But you can work around that by installing
the latest XML::Twig first, and then the CVS version of SVG::Metadata.
