This seems to be an "all of the people all of the time" problem.

At one point we had just a single form, and people complained they
wanted to have one directly on the front page.  So now we do.

If you find the others confusing, consider just using the "submit
clip art" page.  That is the main one, and the others end up at it in
one way or another anyway, so you can just go straight to "submit clip
art" in the first place if you only want to deal with one submit page.
That is what I do.

Hmmm...  I had not noticed these issues, perhaps because my browser is
set up to disallow such things.

    I can't use the web otherwise; too many websites use fonts the
    rest of the world doesn't have, Evil Blinding White Backgrounds
    (Die, Evil Bliding White Backgrounds, Die), garish clashing colors
    (yellow, red, lime green, magenta, ... how about a puce-and-mauve
    look, just to make people want to retch... ), light-colored
    backgrounds, blinky flashy things, Evil Blinding White
    Backgrounds, and other things that hurt my eyes or give me a
    headache.  A plague on all their houses; websites, as far as I am
    concerned, are no longer authorized to specify their own colors
    and fonts and sizes and things.  It's not like more than 0.001%
    of webmasters are capable of doing it right anyhow...  [grumble]

If you use a browser that doesn't provide you with the ability to turn
off those features, or for some reason you don't want to turn them off
in the browser, the Open Clip Art Library website does feature a
"disable CSS" link, which should cause most things to appear in your
browser or system default colors and fonts.

Now that you mention it, and now that I went and looked at the site in
a default browser profile, the two colors in question are both shades
of blue, and ISTR reading that some people have trouble seeing the
difference between colors that only differ in the amount of blue.
Personally, the background color in question looks light and the
foreground medium, so I have no trouble reading them (except that I
don't prefer my backgrounds that light), but perhaps we should
consider something with a little more contrast, such as a rather
darker color of blue for the foreground.

On the other hand, perhaps people like you and me, who have specific
ideas about what colors and fonts and sizes we want to see on the web,
should just disable page colors and fonts in the browser, and then
suddenly, as if by magic, *all* the websites we look at are much
easier on the eyes :-)

I force all websites to use #FFE6BC foreground text on a #294D4A
background, and that works very well for me.  Enough contrast to be
very legible, even from across the room, but not so much as to hurt
the eyes, even after hours and hours of looking right into a 19" CRT
monitor.  Very nice, IMO. YMMV. HTH.HAND.
