You may not be aware, but some certain symbols are federally regulated 
(mandated, actually). The aspect ratios, colors, and other characteristics 
appear in federal regulations (and many state regulations as well). The 
radiation symbol is one of them (reference is below), and the US flag, and 
probably others (the 4-diamond hazard symbol?). If you want this clipart to be 
useful, you should remove any special effects from it. Otherwise you should 
remove it completely from your clipart collection. Obviously, there is no 
copyright associated with something that appears in legislation, but people 
can get themselves into trouble this way.
