If there would be a moderator for a few subdirs he could sort pictures there 
and delete broken or bad ones.

In the times of BBS (Bulletin Boards) there was a similar system to raise the 
quality of the provided download areas.

If a few trusted users get access via ftp to special subdirectories they can 
work there.

Inkscape is great and OCAL is great too. But i think it would be easier to get 
an overview over the problems if you leave them seperate. "Divide and 
conquer!"
