[Clipart] What would it take to get a .19 release out?

I'm having a bit of trouble completing step 3 since I don't have ssh
access to the server. 
http://www.openclipart.org/wiki/index.php/Release_Procedure. Would
someone who does have access mind doing those steps for me?

Also, there are only about 7 files in the incoming directory, several
of which are the 0 size files. http://openclipart.org/incoming/
...shouldn't there be more somewhere?
