yup, it should but no it doesn't, I did it manually (through script). I 
think the "real" thing to do is to beef up the admin ratings panel so 
you can 'undo' a rating that was an honest mistake, ban a user, remove 
all their ratings, etc.

I just had to get the ban stuff in today (even halfassed) because we 
were hit with it so blatantly.
