Before seeing this discussion on the list I already replied you in a 
private mail with a link to the Inkscape bug tracker (I am the author of 
the clipart image we are talking about so Nick asked about the problem 
both on the list and in a private mail to me).

Note: the image was made with an old version of Inkscape (0.38), AFAIK 
in the meantime there were some modification about how Inkscape deal 
with point/pixel aspect.
