I posted a bug report about this (and external references in
general) back in September:

This bug report contains a list of affected files, though it's
obviously out of date now.  (Note that although it's mostly
JPEGs, PNGs and GIFs there are also a few stranger things in
there.)  An up-to-date list can be generated using my SVGscan
Python script with just the 'external_xlink' warning enabled:
