[Clipart] [Bug 8142] New: "Report a Bug" process is too convoluted

When reporting the previous bug, I noticed the workflow of reporting a bug is
quite confusing.

1.  Click "Report Bug"
2.  See listing of ALL OCAL bugs, both closed and open
3.  Scroll down and click 'New'
4.  Now are prompted for what project to submit bug to, select OpenClipart.org
5.  Finally we see the bug entry form

The workflow should go immediately from 1 to 5 with no intermediate steps.
