[Clipart] Registration

Yeah, I forgot I started that (http://openclipart.org/wiki/Moderation) ill
try to get a bit more content on it now that im back online...

To get a solid set of moderation guidelines in place is super important IMO,
as there are many different ways to moderate items in cchost.
