Yep, I'm working to setup the test site right now at:
http://test.openclipart.org

I'm trying to lower the barrier for helping out on the site...and so we
can mess with things on this test site before moving to the live
site...I think its too much burden on developers to setup their own test
site now, but that is possible too...

Yes, this is one approach, although I think generating thumbnails on
upload or using ones provided is preferred, and then also, having a way
to comb through the whole site and making new thumbnails should be an
option too...although, I'm sure the easiest solution will be done
first :)
