SVG Agglomerator

the Agglomerator is in a raw state, patches are welcome:

benefits include, easier maintenance, smaller file sizes, sym-linking  
to icons so that any svg only needs ~30 bytes etc...

the Agglomerator, chunks a group or set of svg files in a folder into  
a single plain svg file.
it converts each svg file into a symbol referenced by use.
it ensures that each symbol has a title.
