I think a simple rule would be: "do not delete/ban based on content", 
for this we have tags. Also, the same for quality: do not reject an 
image because is ugly or too simplistic, for that we used to have stars 
(ratings).

I think files that are not clipart or clipart requests in the 
appropriate section are safe for deletion.
