[Clipart] To Librarians : Page updates

Hi Librarians

I've updated these pages sql. The latest files to be added to these pages
will now be on the first page you see, instead of the last page. Hopefully
this will make our librarians workflow much better.

List all clipart with no description<http://www.openclipart.org/nodescription>
http://www.openclipart.org/listhidden

I've created a page where you can see all clipart with no tags. Please fill
them as you are able to. Ordered by newest first.
