[Clipart] I'm testing the comment controls

Hmmm...seems like accounts that are under 6 months could be deleted by
librarians and those alive for longer than that should be removable by
the sysgod. However, maybe this isn't such a problem. Better to just
find spammy accounts and just ask to remove by sysgod is probably the
easiest.

If we had that mediawiki history, would be easier to suspend accounts,
and revive them if a problem.

Thoughts?
