[Clipart] Image only SVG files

 Instead of clipart_issue tag, it would be nice to select the type of the issue from a list. Like:
* image_only (SVG file contains only raster images)
* has_images (SVG file contains images)
* copyright_violation (copyright violation)
* trace (SVG file is a trace of an image from an unknown source)

Probably they shouldn't be added into the main tags list of the file

Come down guys, there are lot of clipart that have embedded images in
them and that's bad, some of them are png with svg extensions and
that's bad too because OCAL don't validate SVG's after upload. I once
search on disk for SVG's that have image tags in them and there are
more then 2k of them. here is a list I created some time ago using bash
script http://openclipart.org/embeded_images.txt.

Validation SVG's after upload is good idea to have, and we definitely
need it, but you must remember that OCAL is huge collection of clipart
and it's not easy to fix all the issues right now. There were lot of
other issues with database and old clipart from first version of OCAL
where you were able to upload png and we fix that so we fix that too.
Just be patience.
