[Cogl] Proposed Resource (.rc) files for COGL

Hi,

I have posted a proposal for .rc files for COGL and COGL-Pango a few days, which is used in Windows DLLs to display version and copyright information for the DLLs
in https://bugzilla.gnome.org/show_bug.cgi?id=664827-but I am not sure whether the info in there, especially the Copyright items, would be fine for general consumption.

Please do take a look at the proposals there at earliest convenience and let me know whether the info there is good for general consumtion.
