[Cogl] [PATCH] tests: port test-texture-get-set-data to be standalone

This test is failing when npot-textures are disabled. Presumably it is
the same problem that is making test_backface_culling and
test_npot_texture fail. We should at least mark it as a known failure so
that make test will still pass.
