[Cogl] wip/standalone branch

Hi!

I've updated my wip/standalone branch, and this time it actually is in
a an upstreamable state (or at least in a reviewable state):

The 2 top commits are what we're looking at there and haven't been
sent to the mailing list because the one importing part of glib is
about 1.2 MB.
