[Cogl] [1.16][Patch]: Add Autotools Items to Complete the Cogl-Path MSVC Projects

Hi Neil,

Apparently I did not put the project file templates,
build/win32/vs9/cogl-path.vcprojin and
build/win32/vs10/cogl-path.vcxprojin and
build/win32/vs10/cogl-path.vcxproj.filtersin in master, but the same
files are put in cogl-1.16. I have place these project file templates
there, so the patch should work on master as well now.
