[Cogl] [PATCH] Allow lazy texture storage allocation

ok I changed the _new_with_size apis so they no longer take a
CoglError argument, except for the internal
_cogl_atlas_texture_new_with_size() which would be a bit awkward to
rework and so I think that can be left to a separate patch.
