[Cogl] CoglGst status?

Yeah, I'd be happy to have the api in 1.16. Just asked neil about this
too and apparently he was just waiting for you to do it ;-)

If you would be able to make a branch with the cogl-gst patches
rebased on cogl-1.16 with the appropriate "cherry picked from commit"
lines, we can take a quick look and that should be fine for us to
land.

The api would be considered experimental under cogl-1.16, but I'm
assuming that's fine for you to use in clutter-gst.
