I've followed your hint and it is indeed integration with sane/libsane.

For anyone curious about which backends were causing this the list is:
dell1600n_net, epson2, magicolor and pixma. Other backends may also
cause this, but I have not tested enabling the backends that are
disabled by default with the dll.conf file provided by the distro's package.
