I've added an initiat_all binding that will show all windows like before
and the old initiate option should behave the way you want. The changes
are similar to your patch but they allows you to use it both ways
without changing an option. Let me know if it doesn't work the way you
want.

And btw, workspace is not the appropriate name, compiz currently
implements a virtual desktop and multiple viewports.
