[compiz] Water plugin don't run error message: GL_ARB_fragment program is missing

Hi All I'm new to this list, this's my problem:
I'm trying to use the compiz water plugin, but when xgl starts (or when
i try to use the plugin) there's
this error message:
compiz: water.c: GL_ARB_fragment program is missing
and both water effects don't run.
This is my plugin list:
gconf, decoration, wobbly, fade, minimize, cube, rotate, zoom, scale,
move, resize, place, switcher, water

This is my configuration:
Hardware:
Gainward GeForce TI 4200 agp 4x fast write and sba enabled
Looking at this table seems that my card supports pixel shaders 1.0 and
OpenGL 1.4:
