[compiz] roll wheel on desktop to switch viewport

Not really. What you can do is set up button bindings to change viewport
with the mouse wheel buttons. You probably want to use some modifier
keys for this though, e.g. have <ctrl><alt>button4 switch to next
viewport and <ctrl><alt>button5 to the previous one.
