Aside from the convolution filter bug David mentioned, we (fedora)
also had a bug in a patch to our mesa rpm which resulted in almost the
same artifact on ATI r100 based cards (Radeo 7000, 7500 etc).  That's
probably the cause of the mesa issue you describe.
