[compiz] Changing gconf-key/apps/compiz/plugins/water/allscreens/options/initiate_key does not work

Hm, I see the same problem with the <Shift> modifier trying to active snapping
with wobbly.  If it try to set it to "<Shift>T" or something, then it seems to take
the "<Shift>" and it works.  I'm not sure if this is a GConf problem or something
in the Compiz metadata that's not allowing just modifiers without another key.
