Most certainly. Just like the 9 in 0.9, there shouldn't be any reason not
to bump the 0 either. The original plan back in 2010 was that 0.9 would be
either the last or second-to-last development series before 1.0. I don't
see any reason why that shouldn't still apply.
I'm thinking we stick with 0.9.12.x for a while though, since it just came
out. I also don't have a very good overview of the current state of bugs,
beyond the ones I'm hitting myself. This clearly puts me in a very bad
position to judge if a 1.0 is appropriate or not.
Ideally I'd also like to get this web-stuff sorted out and get a bit more
community-activity first.
