         Mostly because tar is not the "standard" that ZIP is.

         I mean this in two ways.  First, the marketing/recognition one.

         But more important the second - there are multiple 
(incompatible!) versions of tar floating around out there, while zip 
has remained (to the detriment of needed improvements) static.
