[Create] Wiki

[Kai-Uwe Behrmann]

For ColourWiki I use the BlockList too. It is much work as allready 
stated and needs a everydays eye on the recent changes page.
But it works and keeps the wiki open for anonymous access. 

Otherwise only a confirmed subscription aproach seem a less laborious 
option.
