[CREATE] sk1 packages for ubuntu

Hi, as some people showed interest to get sk1 on Ubuntu, I've packaged it
for Ubuntu and added it to my PPA repository:
http://pythonide.blogspot.com/2009/05/sk1-vector-graphics-editor-is-now.html

Please any problems you encounter on the sk1 forums.
