I don't think there's been much development recently, but I could be 
wrong about that.

Yes indeed, although if you are using the Ubuntu package then a 
work-around (just a symlink) is required for the tools to work. You can 
create a SMIL animation successfully, but the program definitely needs 
more work before it will gain users.

At the time of writing the book manuscript I wasn't aware of Pencil:

I've yet to put the two programs side-by-side to see how they compare.
