[CREATE] Announcing oratools; with a GIMP plug-in for OpenRaster load/save

Just finished up a plug-in for GIMP that allows you to load and save
OpenRaster files.
It's not exactly production ready, but should work just fine with GIMP 2.6
and 2.7.

Hopefully this will be useful to people using OpenRaster today, and
facilitate more widespread usage of the format.
I'll probably commit some other tools as well, like thumbnailer for
GNOME/KDE/XFCE.
