I admit that I had not thought of Scribus for my needs.  That said, I just 
tried and I still think that Inkscape fits my needs better (abstracting from 
the bitmap transform quality issues) because I can use a single file to 
produce output for both the web and print.  And I like the SVG format that can 
be displayed in the web browser right away.
