[CREATE] ORA spec: adding additional layer effects

I just wanted to say that I think the discussion is very interesting, and I'll try to make sure to support whatever comes out -- but right now I'm so busy preparing our new release that I don't have the energy to really participate.

I also should have the mysql dump of the create wiki somewhere... But I'm having a hard time to find it right now.
