[CREATE] [Mypaint-discuss] OpenRaster spec: proposal: add svg:src-atop and svg:dst-atop

Certainly! I'll press ahead and test the contributed code out this
weekend, and update the spec unless anyone has any objections.

I'll bump the version to 0.0.5 as well. Heady heights...
