[CREATE] Libre Graphics Meeting in Argentina

@Nathan: Totally agree we should find different name than LGM for those 
localized recurring events... Indeed avoiding confusion would be good. :)

Should we call them Libre Graphics Meetups or Libre Graphics Mornings ;)

Wasn't the FOSDEM thing called "Open Source Design".... I believe they 
have a room and a series of talks with that name now...
