 movement is not only in the US, but across continents and countries in the world. As education becomes more individualized with educational technologies, OER adds to the efforts in leveraging educational resources, educational cost, educational equity, and
 poverty for a world class of education as contextualized in a world of uncertainties.<o:p></o:p></p>

 chapter. Authors will be notified by<span class="apple-converted-space"> </span><b>January 17, 2019</b><span class="apple-converted-space"> </span>about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by<span class="apple-converted-space"> </span><b>May
