[patch] avoiding circular config file inclusions

The attached patch:

(1) Causes the configuration parser to detect and report circular file
inclusions.

(2) Adds a test to make sure that the parser fails on config files that
are known to be invalid.

(3) Removed the TODO item related to my patch from last week.

(4) Adds the new test data directories to test/Makefile.am, which I
failed to do in my last patch.

Also attached are simple test cases of conf files with circular
inclusions.
