[patch] reloading config files

The attached patch adds a function (bus_context_reload_config) to cause
the configuration files to be reloaded.  It also sets up a signal
handler to call bus_context_reload_config on the current context on a
SIGHUP.

It doesn't make sense for certain configuration items to change once the
daemon is running.  In this patch, the only things that are re-read are:
(1) the bus limits
(2) security policy
(3) service directories
