NULL interfaces not quite working correctly

It seems that passing NULL as an interface work perfectly well when
calling org.freedesktop.DBus methods.  However when creating ones own
service such messages never reach the filter functions.  Editing
dbus_send to send NULL interfaces confirms this behavior.  Sending to
dbus works fine but send to any other service and dbus_send will just
sit there until the message times out.  I have not been able to track
down the reason for this.  It does look like the message is never
reaching the intended service.  Anyone else seeing this?
