match on args patch

Hi,

This adds arg3='foo' capability to match rules. Only supports args of
type STRING for now.

Missing test coverage on the actual matching code, which would have to
be added prior to commit.

Would be helpful if someone could look for bugs (or comment on the
concept though I think we already discussed it some).
