Emitting signals

Well, this works.  Considering the Message Bus Specification says this:

        Signals normally do not specify a destination; they are sent to
        all applications with message matching rules that match the
        message. 
        
Should that paragraph be changed to cover the case of signals which do
have a destination specified, or is this a bug in the bus?

Personally I'd like the former, I've two major applications which would
be far nicer to code with directed signals.
