Changing threading semantics from init early to init before second thread

This is definitely something we should try and do, it's causing a lot of
confusion in situations where D-Bus doesn't really seem to be directly
involved in people's minds... why does my libhal app lock up when I load
my glade file? If we can handle this for people, we should.
