[patch] Add eavesdrop security policy rule attribute for send rules, and utilize it for delivering method call replies

Greetings,

this patch copies the eavesdrop security policy rule attribute from receive rules to send rules. It fixes the problem of dbus-monitor and friends not getting method replies (method returns and errors) even while eavesdropping is allowed. The default session bus configuration is altered accordingly.

To my taste the fix is a bit unclean, but 'works'. Better suggestions for fixing the problem are welcome.
