Could not get password database information for UID of current process

Hi,everyone
I cross compile dbus-0.92 with arm-linux-gcc and port dbus-daemon to the arm board.
now I use  
    dbus-daemon --config-file=/etc/dbus-1/system.conf
to start dbus daemon, but it is failed . I use root user to start dbus-daemon and also have set in the the system.conf.

following is the error message:

Could not get password database information for UID of current process: User "??
?" unknown or no memory to allocate password entry               
Unknown username "root" in message bus configuration file
