[patch] Move method into TEST macros and check for verbose in _dbus_verbose_bytes

This patch fixes two FIXMEs

It moves _dbus_marshal_read_fixed_multi to the #ifdef DBUS_BUILD_TESTS
block because it is only used with tests and creates a
_dbus_is_verbose() function for checking if verbose mode is on so we can
exit _dbus_verbose_bytes if it is not on.
